Welcome to my quest guide on the Goblin Diplomacy quest. Note that this quest is perfect to do in conjunction with Doric's Quest.
Official quest description: There's a disturbance in the goblin village. Help the goblins solve their dispute so the world doesn't have to worry about rioting goblins.
Difficulty: Easy
Length: Medium
Items needed: 3 suits of goblin mail, 2 woad leaves, 2 onions, 3 redberries and 45 gp. (Note that the quest guide includes getting the goblin mail, woad leaves, onions and redberries.)
Level requirements: None
Start Point: Talk to Generals Bentnoze and Wartface in Goblin Village.
Reward: 5 Quest Points, 200 crafting experience and a gold bar.

Starting the quest
To start the quest, walk to Goblin Village, northwest of Falador. Go to the end of the village and talk to Generals Bentnoze and Wartface to start the quest. The goblins are at the brink of war due to a massive argument about armour colour. They want to test out orange armour. After this, go to the house on the left of the generals' house. Search the crate to obtain a goblin mail.
There is a small house that you walk past, while getting to Goblin Village, with a quest sign on the minimap. Talk to Doric and he will ask you to get some clay, copper ore and iron ore. This is Doric's Quest. Doing this quest and Goblin Diplomacy at the same time is highly recommended.
Woad leaves
Go down to Falador Park, bringing 20 gp (or more) and talk to Wyson, the head gardener. Tell him you'll pay "about 20 coins" for woad leaves. He'll be happy with your offer and give you two woad leaves. Buy some more woad leaves if you can, as they can be sold for profit after the quest. As a note, if you say you'll pay "about 15 coins", Wyson will only give you one leaf and you'll have to pay 30 gp altogether.
Collecting all the necessary items
We can try to collect the items necessary for the quest from the Grand Exchange. Try to purchase 3 suits of goblin mail, orange dye and blue dye. If that doesn't work, try to purchase 2 onions and 3 redberries. Goblin mail is the most likely item you may be able to obtain, as all the other items are rarely sold. You can also try player-to-player trades to try to obtain the items. Note that you don't need woad leaves anymore, as you've already collected them.
Walking around to collect the necessary items
Go to the Varrock southeast mine. Just a bit to the northwest, between the mine and the Varrock wall, there'll be two types of berry bush. The red bushes are redberries. You will need three redberries from the bushes.
Use "Lumbridge Home Teleport" and walk over to the goblin area next to the Al Kharid tollgate with your armour and weapons (if necessary), unless you already have the 3 suits of goblin mail. Eventually, you'll be able to obtain the suits of goblin mail.
Head west, towards Draynor Village. Go to the back yard of Farmer Fred's farm, next to the sheep paddock. Walk around behind it, and you will see an onion patch. Pick two onions (or more as they be of some use to you in the future).
Making the dyes
Go to the bank at Draynor Village and withdraw everything you have collected as well as about 30 gp. Go to Aggie the Witch. She will say she can make colour dyes. Ask her to make blue, red and yellow dye. Do this 3 times, asking her to make a different colour every time. Every dye will cost you 5 coins. (Make more dyes as they will be of some use to you in the future.) When you have every one, mix the red and yellow dyes to make an orange dye. "Use" the orange dye with a goblin mail, do the same with the blue dye and leave the last one brown. Head back to Goblin Village.
Give the orange goblin mail to the generals. They will not like it. Next, give them the blue goblin mail. They will not like it. Give them the brown goblin mail. Both generals will enjoy the brown mail. You will now receive your reward.
Notes: This quest is useful to do in conjunction with Doric's Quest.
The funny thing is, the goblins are still wearing different colored armour even after the quest is complete.
The extra items you collected during the quest can be sold to players desperate for those items at high prices, typically at the Grand Exchange, although not on the actual market, but as player-to-player trades.
